A megabyte is a generous budget
Even a 12-megapixel photograph can usually be brought under 1 MB at a quality level in the high eighties, where the difference from the original is not visible without pixel-peeping. Nothing is cropped and no dimensions change.
Limits stated in megabytes usually come from email systems and ticketing tools rather than from application forms. They exist to stop somebody attaching a 40 MB raw file, not to constrain the picture.
Several photos into one email
If an email system caps the whole message rather than each attachment, work backwards: divide the cap by the number of photos and use that as the target. Six photos into a 10 MB message means a target of about 1.5 MB each, with room left for the message itself.

When to keep the original instead

Both definitions are in use. This tool treats 1 MB as 1024 KB, which is 1,048,576 bytes — the stricter figure is the one systems usually enforce, and a file under it is under both readings.
Can I compress a video here?
No, images only. Video compression cannot be done sensibly in a browser tab at any usable speed.
Why is my compressed file barely smaller than the original?
Because the original was already efficiently compressed. If a file is already close to the target, there is little left to remove and the tool will say so rather than degrade it for no benefit.
