Round numbers like 100 KB and 500 KB come from someone picking a limit. Numbers like 150 KB usually come from someone measuring: a form was capped at 100 KB, too many people could not meet it, and the limit was nudged up to the smallest value that stopped the complaints.
That makes 150 KB a genuinely comfortable target. A document photo or a headshot reaches it at a quality level where the compression is invisible, and even a moderately detailed photograph keeps its full dimensions.
